Complying Development Certificates
Complying Development Certificates are a fast-track way of obtaining an approval quickly and efficiently without the need for a Development Application through Council.
Construction Certificates
A construction certificate is required after a Development Consent is issued by Local Council and before any building work is carried out. Phoenix Building Approvals has unrestricted accreditation to issue Construction Certificates (CC’s), act as the Principal Certifying Authority (PCA) and issue Occupation Certificates (OC’s) on any development project.
Occupation Certificates
An occupation certificate, is issued by the appointed Principal Certifying Authority (PCA) under the Environmental Planning and Assessment Act 1979 (EP & A Act) allowing a person to occupy and use a new building or change the use of an existing building.
An occupation certificate verifies that the PCA is satisfied that the building is suitable to occupy or use in terms of the requirements of the Building Code of Australia (BCA). That Code sets required standards for the design and construction of various classes of building to protect health, safety and amenity.
Building Inspections
Mandatory Critical Stage Inspections apply to all development approvals.
As of 1st July 2018, it is mandatory for Certifiers to report data to the Building Professionals Board. Such data needs to be provided throughout the development process (during planning stages and during construction) within a 48 hour timeframe. These requirements apply from the time the Principal Certifier is appointed until the Occupation Certificate is issued.

Request a fee proposal
Upload your plans and relevant documents below for a fee proposal.
Upon acceptance of our fee proposal, signed and completed application forms must be submitted to our office alongside required documents as per our checklist. Once reviewed and satisfactory, an approval will be issued.
Our office must be notified of all mandatory critical stage inspections. A minimum of 48 hours notice is required. A list of inspections will be issued with your approval. Inspection Reports will then be emailed to the applicant upon completion.
An OC checklist will be provided on request during the course of construction. A Final inspection must be completed and certificates reviewed and deemed satisfactory in order for an OC to be issued.
